India with a population exceeding 1.1 billion, is the second most populous country in the world. It has an agriculture based economy having 2.45 % of the total land area of the world, 16% of the world population and is endowed with about 4% of its water resources.

As per the report of the National Commission for Integrated Water Resource Development (1999), India is estimated to have about 1123 billion cubic meters (bcm) of utilizable surface water (690 bcm) and ground water (433 bcm) resources.
